The JAC identifies, collects, collates and integrates a wide array of information, technology and datasets to provide actionable fisheries intelligence. This enables maritime authorities to target monitoring, control, surveillance and enforcement efforts where the risks are highest, including warning port authorities before the arrival of a vessel suspected of illegal activity or alerting air and sea patrols of suspicious activities. JAC offers technical assistance and capacity development complemented by our free-to-access cutting-edge tools.

What We Do
Monitoring, control and surveillance capacity building
The JAC provides national fisheries agencies and other partners with technical assistance and capacity development to access, understand and use available technology platforms, datasets and MCS mechanisms effectively. JAC MCS technical assistance and capacity development is needs-driven and targeted to ensure sustainable outcomes that strengthen national and regional capacity for the long-term.
Intelligence support

The JAC identifies, collects, collates and integrates data and information to provide actionable fisheries intelligence.
This supports the effective targeting of Monitoring Control and Surveillance (MCS) and enforcement efforts where the risks are highest. Bringing together a team of expert analysts from across the member organizations, the JAC provides intelligence on fishing vessels and operations - from activities at sea to ownership networks on land - tailored to a range of MCS use cases.
The JAC has focused on strengthening the implementation of Port State Measures by providing national agencies with the ability to identify and assess suspected illegal activity of vessels wanting to enter their national ports. The JAC also provides significant support to air and at-sea surveillance operations and patrols by providing analysis of at-sea activities.
Data and technology
The JAC tailors maritime agency support to integrate the tools already in place for MCS, however JAC members have also developed a range of free-to-access tools that form the foundation of our capacity building efforts.
JAC training seeks to maximize the impact of any datasets and platforms that partners use, empowering them with the skills to create in-depth and robust analyses for operational use. The JAC is continually developing new tools, capabilities and approaches to ensure continued effective support.

Vessel Viewer
Vessel Viewer is an innovative vessel history and insights tool designed to allow users to quickly access identity and activity information on any vessel involved in fishing, fish carrier or fisheries support activities. Developed by Global Fishing Watch and TMT, Vessel Viewer consolidates data from multiple sources to provide access to key information and insights in an easy-to-use format.
Global Fishing Watch Map
Global Fishing Watch Map, an open-access online platform for visualization and analysis of vessel-based human activity at sea. Powered by satellite technology and machine learning, the map merges multiple types of vessel tracking data to provide a view of global human activity at sea, including fishing activity, encounters between vessels, night light vessel detection and vessel presence.
Triton
Developed by C4ADS, is a freely available digital platform that maps the ownership structures behind the world’s industrial fishing fleet. It fuses data sources from around the world, including vessel registration records, RFMO listings, IUU blacklists, sanctions, and corporate registries from different jurisdictions.
Combined Regional Authorised Vessels Tool
Combined Regional Authorised Vessels Tool, developed by IMCS Network, automatically combines vessel and vessel authorisation data and information from RFMOs and RFBs and can be used to:
Search for specific vessels or browse groups of vessels including by flag, vessel type or RFMO or RFB.
Identify vessels authorised to fish in multiple RFMOs and RFBs.
Compare RFMO or RFB records for a specific vessel and identify differences between these records.
Search vessel company, owners and operator.
Marine Manager
Marine Manager, is a freely available interactive platform that provides near real-time, dynamic, and interactive data on ocean conditions, biology, and human-use activity to support marine spatial planning, enable scientific research, and inform the design and management of marine protected areas.
The Combined IUU Vessel List
The Combined IUU Vessel List provided by TMT provides the best available, up-to-date information on all fishing and related vessels that appear on the illegal, unregulated, and unreported (IUU) fishing vessel lists published by Regional Fisheries Management Organizations and related organizations.
